Retired Deputy Chief Pat Bailey

Retired Deputy Chief Pat Bailey is a 42‐year veteran of the fire service, including 37 years with the Tempe Fire Medical Rescue Department. Hired as the department’s youngest member, Bailey quickly distinguished himself—earning the Medal of Valor along with numerous other awards and citations. Over the course of his career, he advanced through every rank, ultimately serving as the Deputy Chief of EMS, Operations, and Training Divisions. Bailey served as a National Registry Emergency Paramedic for over 35 years. Bailey’s leadership was showcased in his management of large-scale special events, from Fiesta Bowls and presidential visits to the Super Bowl. Notably, he was deployed as part of FEMA’s USAR Arizona Task Force 1 to assist in the aftermath of the Oklahoma City bombing in April 1995, and he served as Incident Commander for countless major EMS, fire, and hazardous materials incidents. Since retiring from the Tempe Fire Department in 2019, Bailey has continued to share his expertise as the Training and Safety Specialist for the Mesa Fire Medical Department. With more than 30 years as a fire service instructor, he has trained personnel at every level—from new recruits to chief officers—and currently coordinates and instructs the East Valley Command Training program. He also developed the popular online “Tactical Tuesday” Officer Development Program, which has garnered over 6,000 views.
